In 1992 graduated from Leningrad electrical machinery technical school with qualification of "Maintenance, repair and operation of traction rolling stock" as a technician-electrician.
In 1997 graduated from St. Petersburg State Transport University with qualification of "Locomotives (electric locomotives and electric multiple units)" as an engineer-electrician.
In 2013 graduated from the State University – Higher School of Economics with qualification of "Science of law" as a lawyer.
Starting from 1994 worked as an assistant driver in a depot, a train driver, an instructor driver of a locomotive crew (high speed service), a deputy chief of the Moscow – Saint Petersburg Railway railcar depot.
From 2004 held the position of the chief of the Moscow – Saint Petersburg Railway railcar depot - branch of "Russian Railways".
From June 2009 – the chief of the North-Western directorate of high-speed operation (a structural subdivision of the Directorate for high-speed operation, a branch of "Russian Railways").
From February 2010 – the general director of the Directorate for high-speed operation, a branch of "Russian Railways".
