Has two degrees: one from the Moscow State University of Economics and Statistics, which he acquired in 1986 and the second from the Moscow State Law Academy in 1996.
From February 1994 until February 2012, Kirill worked for the government in various capacities: the Federal Department for Insolvency (Bankruptcy), the Federal Energy Regulatory Commission, the Ministry of Natural Resources of the Russian Federation, the Federal Real Estate Cadastre Agency, the Federal Agency for Management of Special Economic Zones, the Government's Executive Branch and the Federal Tax Service. He is also a Russian Federation Active State Adviser, II degree.
As of March 2012, he has worked economic policy director at the Center for Strategic Research Foundation. He has also headed the Union of Passengers Interregional Public Organisation.
