Author and co-author of more than 100 scientific publications on issues concerning the creation and application of innovative satellite technologies in railway transport and national economy objectives. From 2007 to 2008: Head of department (the Russian Scientific Research and Design Institute of Informatics, Automation and Communications in Railway Transport of the Russian Ministry of Railways). From February 2008 to 2010: head of the Space Technology Application Centre of the Scientific Research and Design Institute of Informatics, Automation and Communications in Railway Transport. Since 2009 he has represented Russian Railways in the Coordination Council for Youth Affairs in the Scientific and Educational Sphere in the Russian Federation President's Council on Science, Technology and Education. Since 2010 he has been deputy chairman of the Joint Scientific Council of Russian Railways. Since April 2010 he has been RRTRI's First Deputy General Director for Science.

Since January 2008 he has been working as first deputy director general of NIIAS and he is the chief designer for traffic safety on Russian railways. Under Y. N. Rozenberg's direction, and with his direct involvement, rail traffic safety systems and equipment have been developed and are being successfully operated on the railway network. The concept plan for increasing traffic safety by applying multi-functional integrated management systems for regulating train traffic on the railways was developed under his leadership.
In 1983 Y. N. Rozenberg was awarded the academic degree of Candidate of Technical Sciences, and in 2005 that of Doctor of Technical Sciences. In 1998 the Academy of Electrical Engineering awarded him the academic degree of Doctor of Electrical Engineering, and in 2004 the Higher Attestation Commission awarded him the academic title of Associate Professor. Since 2005 he has been a full member of the Academy. Y. N. Rozenberg is deputy chairman of the academic council of NIIAS. In 1996 he was awarded the «Honoured Railway Worker» badge, and in 1997 the «850th Anniversary of Moscow» commemorative medal. In 2002 he was awarded the «For Irreproachable Work in Federal Railway Transport: 20 Years» badge for his conscientious and proactive work in railway transport and for his significant contribution to ensuring its stable operations.

From 2009 he managed the SPSRU department of materials handling, track and construction machines. Alongside his university work he worked in a number of industry-related engineering organisations: as head of department at the Vagony Scientific and Commissioning Centre (1998 – 2002), deputy CEO of the Railcar-Building Engineering Centre (2002 – 2004), and deputy CEO, and then CEO, of the Scientific Research Institute of Transport Engineering (2008 – 2011). In 1971 V.P. Solovyev graduated with distinction from the Physics faculty of the Kazan State University and since 1972 he has linked his work with the Russian federal nuclear centre the Russian Scientific Research Institute of Experimental Physics.
V.P. Solovyev is a major specialist in the field of developing nuclear weapons who has taken part in underground tests of nuclear weapons and has made a significant contribution to the creation of installations for localising explosions. The main areas of V.P. Solovyev's work are: creating new physical models for analytical modelling of physical processes, developing special products, and ensuring safety during on-site testing of products.
V.P. Solovyev provided scientific supervision for, and was directly involved in, the development of the new programme complexes DRAKON, DANCO, RATEG and TREK-FIRE, which were designed to calculate the dynamic deformation of solid bodies and complex structures during explosions of conventional and nuclear weapon and in the thermo-hydraulic systems of reactor installations, and also to analyse hydrogen safety and to calculate dynamic processes in structures. These complexes were handed over to design and planning organisations and were used, among other things, as a validation of safety in the nuclear power plant built in Lianyungang (China).
From 1992 V.P. Solovyev played an active part in the international activity of the Russian Scientific Research Institute of Experimental Physics. The main areas of his work were: researching the fundamental properties of materials under dynamic load, and also developing blast-proof chambers. A basalt plastic blast-proof chamber created under his leadership for disarming terrorist devices was supplied to the USA.
In recent years V.P. Solovyev has provided leadership of theoretical analytical groundwork on ensuring the reliability and safety of nuclear weapons and has been engaged in addressing issues related to improving nuclear weapons in the context of the Nuclear Test Ban Treaty. He is also ensuring implementation of the Russian President's Programme on “Developing supercomputers and grid technologies and developing Russian software in the interests of civil industries”.
